For 2021, entry is limited to residents of the EU, the UK, the US, Canada, Japan, and a few more selected countries. Starting from 6 December 2021, an updated Italian Green Pass will be enforced, referring to freer access only for people who are either vaccinated or cured. 

The new rules will require everyone to present valid proof of vaccination or recovery in order to be permitted access to many public places and activities.The unvaccinated and unrecovered persons are no longer allowed at bars, restaurants, theatres, cinemas, clubs, sporting events, and gyms, among others.

Italy has long been implementing strict protocols to help curb the COVID pandemic. While there generally is a more relaxed set of requirements now, particularly for EU residents, once visitors are in the country, further documentation is needed to be able to wander around even prior to the mandates to curb the spread of the new Omicron mutation of the virus.

All indoor establishments require the Green Pass QR code, which one can obtain after at least 1 COVID vaccination, negative test, or proof of recovery. These include intercity trains, restaurants, cinemas, gyms, and both public and private offices. 

Who can enter

But first, who can enter Italy? No matter the form of transport, residents of EU countries, Schengen area, Andorra, and Monaco can enter Italy without quarantine obligation but they need to:

  1. Fill out the Passenger Locator Form online before entering Italy. You can print the form as preferred. 

  2. Present the EU Digital COVID Certificate on arrival.

  3. Non-EU citizens can present a COVID-19 Green Certificate, in paper or digital form, issued by the health authority of their home country. This document shows certification that of negative status, successful recovery, or vaccination that is recognized by the European Medicines Agency (EMA).

Visitors who have not completed such documentation before entering Italy must undergo fiduciary isolation for 5 daysTravellers. The Prevention Department of the competent Local Health Authority must also be alerted. After the required 5-day isolation, an additional molecular or antigen test must be performed.

Residents from other select countries may also forego quarantine if they have a Green Pass, Passenger Locator Form, and negative molecular or antigenic swab test result.

Domestic Travel

Italy follows a classification of regions that determines the COVID situation and  level of prevention measures that should be in place:

  1. White (minimum risk) 

  2. Yellow

  3. Orange

  4. Red (maximum risk

As of 18 November 2021, all of Italy is a white zone. The only rules that need to be observed are social distancing and wearing a mask indoors. 

Moving between different regions (for example, moving into Veneto), travellers must present a COVID-19 green pass at: 

  • Domestic flights

  • Ships and ferries, except for ferries crossing the Strait of Messina

  • Intercity, Intercity Night, and High Speed Trains (the COVID-19 green pass is not required to board local trains)

  • Coaches and buses connecting different regions

  • Coaches and buses on hire with driver

It is possible to travel by car without wearing a mask only when sharing the ride with spouses, cohabitants, and people with whom you have stable relationships.

Venezia Unica City Pass

Regardless of COVID-related restrictions, the Venice tourism office still recommends that visitors get a Venezia Unica City Pass online before arriving in the city. 

The pass allows access to public transportation, tourist attractions, and cultural events throughout the city. While ordering online, visitors can choose which types of attractions with which they want to use the pass, such as direct admission to museums, churches, and other services.
